Approach

  • Restoring Trust in U.S. Elections through Research, Education and Litigation Support
  • Advocating For Lawful, Fair Elections and Government Transparency
  • Protecting Voting Rights by Identifying and Mitigating Vulnerabilities in Election Processes and Systems

Who We Are

The Election Research Institute (ERI) conducts research to identify best practices for election administration and to identify vulnerabilities in election systems. ERI’s research examines all aspects of election administration and identifies the processes that undermine accountability and transparency as well as those processes the have the most significant impact on election security.

The research enables the development of strategies, recommendations, and procedures to mitigate vulnerabilities in election systems and processes. The research also supports efforts to ensure federal and state election statues are adhered to through education and through litigation when appropriate.

ERI shares research findings with the public and provides educational opportunities for citizens and election officials to better understand election systems through training, forums, panels, and educational events.

In 2024, ERI’s letter-writing campaign in Pennsylvania led to the removal of over 20,000 outdated voter registrations—individuals who had moved out of state. Volunteers used ERI’s template to contact voters, resulting in a 500% increase in voluntary removals compared to the previous five-year average. This effort highlights the power of citizen action and commonsense solutions to maintain accurate voter rolls, a critical step in securing elections.

ERI’s research exposed alarming vulnerabilities in nursing homes, where lax regulations allowed potential voter fraud. For example, a 91-year-old resident, a lifelong non-voter, had a ballot cast in her name without her consent. ERI advocates for stronger oversight to protect seniors from such exploitation, ensuring their right to vote—or not vote—is respected.

ERI’s investigations uncovered critical weaknesses in the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) system. In 2020, hackers accessed Alaska’s voter registration data, exposing sensitive information. ERI’s analysis revealed how lax verification processes in states like Wisconsin and Pennsylvania could allow fraudulent ballots. We push for practical reforms to close these gaps and protect election integrity

Challenging Unlawful Practices: Keefer v Biden

ERI supports legal efforts to ensure elections remain fair and free from overreach. In 2024, ERI backed Pennsylvania legislators in Keefer v. Biden, challenging Executive Order 14019, which directed federal agencies to influence voter turnout without state legislative approval. This case underscores ERI’s commitment to upholding constitutional election processes.

Why It Matters

Accurate voter rolls, secure systems, and informed citizens are the backbone of fair and free elections. ERI’s common sense approach is rooted in research, education, and training. By addressing vulnerabilities, training officials, and empowering the public, we rebuild trust in the electoral process.

  • Transparency builds trust: Open, accountable election processes give Americans confidence in their elections.
  • Accurate voter rolls: Up-to-date lists prevent fraud and ensure efficient elections.
  • Protecting the vulnerable: Seniors and others deserve safeguards against exploitation.
  • Empowering citizens: An informed public is the foundation of a secure election.
