The Election Research Institute (ERI) is a nonpartisan 501(c)(3) nonprofit dedicated to restoring trust in U.S. elections through practical, common sense solutions. Who We Are
The Election Research Institute (ERI) conducts research to identify best practices for election administration and to identify vulnerabilities in election systems. ERI’s research examines all aspects of election administration and identifies the processes that undermine accountability and transparency as well as those processes the have the most significant impact on election security.
The research enables the development of strategies, recommendations, and procedures to mitigate vulnerabilities in election systems and processes. The research also supports efforts to ensure federal and state election statues are adhered to through education and through litigation when appropriate.
ERI shares research findings with the public and provides educational opportunities for citizens and election officials to better understand election systems through training, forums, panels, and educational events.
ERI focuses on four key areas to strengthen our electoral process
1. Center for Restoring Confidence See Resources
Our initiatives and training empower election officials and citizens with the tools they need to enable fair and secure elections.
- Annual specialized workshops equip poll workers and county election staff with the skills to manage elections effectively
- Handbooks, forums, panels, and events help Americans understand election laws and processes, fostering an informed public.
2. Center for Defense of Liberty See Cases
We uphold election integrity by supporting public interest litigation:
- Defending policies that promote transparency and security in elections.
- Challenging unlawful practices, such as executive overreach, to protect the constitutional role of state legislatures in election administration.
3. Center for Election System Analysis See Cases
Our research uncovers election vulnerabilities and offers:
- In-depth analysis of all aspects of election processes and systems to identify risks to transparent, secure elections.
- Actionable recommendations for improving procedures, strategies, and technologies to safeguard elections.
4. Freedom of Information Act (FOIA) Library - Launching soon
A web-based repository of election-related public records has been developed and is being deployed:
- Allowing citizens to upload and access documents, videos, and images obtained through Freedom of Information Act (FOIA) requests.
- Performing keyword searches, with near real-time results, making records easily accessible.
Protecting Vulnerable Voters: The Election Research Institute Calls on Counties to Protect Vulnerable Senior Citizens in Long Term Care Facilities
ERI’s research exposed alarming vulnerabilities in nursing homes, where lax regulations allowed potential voter fraud. For example, a 91-year-old resident, a lifelong non-voter, had a ballot cast in her name without her consent. ERI advocates for stronger oversight to protect seniors from such exploitation, ensuring their right to vote—or not vote—is respected.
Challenging Unlawful Practices: Keefer v Biden
ERI supports legal efforts to ensure elections remain fair and free from overreach. In 2024, ERI backed Pennsylvania legislators in Keefer v. Biden, challenging Executive Order 14019, which directed federal agencies to influence voter turnout without state legislative approval. This case underscores ERI’s commitment to upholding constitutional election processes.
